Introduction: The construction of multi-purpose bases in appropriate locations increases their efficiency and productivity in order to achieve the desired goals, especially in crisis situations. One of the basic and important tasks of urban and regional planners is to allocate land to various urban uses, taking into account the role and function of the city, the city's economy, and the impact of the interacting factors of the uses on each other.
Research Method: This research was an applied research and field study that was carried out in the spatial territory of Hamedan city and in the period of 1402-1403. In this study, the required information was first classified based on the field method and observation of elements and then combined with spatial data. Finally, the results were displayed in the form of maps and thematic tables. In this regard, GIS software was used to prepare maps and their output.
Findings: The analysis of the information indicated that out of the 12 evaluated sports halls, only 4 halls can be efficient in the response phase; in relation to the hospital, if the emergency departments of the Army and Atiyeh Hospital are developed, it can respond with optimal performance in times of crisis and overall, considering the location, they have suitable conditions for multipurpose structures.
Conclusion: One of the important tasks of urban plans is to specify the type of land use for use in various fields required by urban life within the legal limits of cities. Therefore, all land within the city limits is examined according to the land use map and its use is determined according to social, economic and physical needs. The selection and prioritization of temporary housing and evacuation spaces should be done according to the vulnerability of different areas of the city, population density and the type and extent of the risk in different crisis scenarios. The construction of multi-purpose spaces in different cities of Iran is different due to having different climates and weather, which means that multi-purpose spaces in northern cities that have rainfall for most of the year are different from southern and central cities that have intense and moderate sunshine. The use of multi-purpose spaces in Iran is still intangible for the people and has not been able to allocate a specific position so far, and it can be said that such spaces are used almost for a specific purpose, which is purely sports or educational. Therefore, although the use of these spaces for multipurpose use has no precedent, its necessity is considered essential due to the increasing population growth and apartment construction, and the consequent density of buildings.
