Introduction
It is important to maximize public participation to manage crises caused by natural disasters such as floods. If the government cannot utilize the capacity of public participation in controlling flood crises, it has to incur irreparable costs. Non-governmental organizations (NGOs) are voluntary groups capable of playing a significant role in crisis management. This study aims to explore the perceptions of NGOs in Iran regarding public participation in flood relief during the 2019 flood in Chabahar city, Sistan & Baluchistan Province, south of Iran.
Methods
This is a qualitative study using the grounded theory. Participants were 25 members of NGOs who participated in relief operations during the 2020 flood in Chabahar city, who were selected using a purposive sampling method. A semi-structured interview was used to collect data. Member checking, analytical comparisons, and the auditing technique were used to determine the trustworthiness of the data. The data were analyzed using the grounded theory approach in three stages: Open coding, selective coding, and axial coding.
Results
Four themes were extracted as causal factors: formation and support of NGOs, quality of flood management, operational transparency, and media culture-building. These causal factors can influence the participation of citizens in flood crisis management.
Five themes were extracted as intervening factors: Quality and manner of information dissemination, quality of relief goods distribution and relief services, quality of institutional trust and social-cultural conflicts. These factors can facilitate or limit the participation of citizens in flood crisis management and mitigate or alter the causal factors.
Three themes were extracted as contextual factors: Regional public support for relief groups, cultural structure, and professional ethics of relief groups. These factors are any aspect of the context or environment that affects the participation of citizens in flood crisis management.
Three themes were extracted as strategies: Education and information on relief efforts, a pragmatic/revolutionary approach to flood management, establishing participatory platforms and utilization of capacities. These factors are intentional actions taken to solve the challenges of public participation in flood crisis management.
Three themes were extracted as the consequences of the 2020 Chabahar flood: Lack of coordination in flood management (with sub-themes of “people’s non-cooperation”, “legal problems”, “lack of preparation and planning”), inapplicable policies (with sub-themes of “risk-based management” and “politicization of management.”), personal-psychological consequences (with sub-themes of “public expectations” and “relief spirit”) and institutional distrust (with sub-themes of “distrust” and “profiteering”).
Conclusion
Various causal, intervening, and contextual factors influence public participation in managing crises caused by natural crises, such as floods. In this regard, some strategies were proposed in this study to solve the challenges of public participation in flood crisis management. Managing natural disasters largely depends on the cultural and social conditions under which relief actions are taken.
