The aim of this research is to develop and apply a multi-criteria decision-making approach under mixed uncertainty to evaluate and select suitable suppliers in the humanitarian supply chain. The main innovation of this study is in designing an integrated decision-making framework for crisis management that simultaneously combines agility and resilience dimensions under fuzzy and stochastic uncertainties to cover both the ambiguity of expert judgment and the probabilistic nature of humanitarian logistics data. For this purpose, the best-worst fuzzy-stochastic method was used to determine the weights of criteria and sub-criteria based on different scenarios, and the supplier prioritization was also performed with the fuzzy-stochastic TOPSIS approach. The required data was collected by experts through pairwise comparisons and the model was implemented in a fuzzy-probabilistic environment. The findings showed that agility, resilience and performance criteria are the main priorities, and at the sub-criteria level, responsiveness, delivery time and reliability are the most important evaluation factors. The ranking results also showed that the second supplier is the most suitable option for the conditions under study. Comparing the results with other approaches showed significant consistency in the rankings and a lower inconsistency rate in the proposed model, which indicates its greater accuracy and stability. The research findings indicate that the integration of fuzzy logic and stochastic analysis can help managers make more realistic and reliable decisions against environmental fluctuations.
