Background and purpose: In today's world, the issue of passive defense is so important that developed countries dedicate an important part of their comprehensive and national plans to it. In developing countries such as Iran, where urban infrastructure is still under construction, the need to pay attention to passive urban defense to reduce the amount of damage is more important; The present study was compiled with the aim of locating urban shelters with a passive defense approach in the city of Isfahan.
Method: To answer the research question, 10 location indicators of urban shelters in the form of four general criteria (demographic, functional, physical and natural-environmental), selected and using the model of the network analysis process (ANP) of the importance coefficient. The specified criteria and sub-criteria and the coefficients obtained in the geographic information system (GIS) environment were influenced in the information layers. By overlapping them, areas prone to the construction of urban shelters have been identified.
Findings: The results of the research show that among the general criteria, two "demographic" and "functional" criteria with a weight of 0.429 and 0.321, respectively, and among the indicators, two indicators of "closeness to places" Densely populated" and "deployment at a suitable distance from the enemy's targets" have the highest importance coefficients with weights of 0.303 and 0.126, respectively. The results of ANP-GIS combined analysis showed that the northeastern and southeastern regions have a potential capacity to build a shelter.
Innovation of the research: the necessity of using the principles and operational strategies of non-active defense is strongly based on the principle of neighborhood for the location of urban shelters. The innovation of the present research is in the indicators used and also the scope of the study.
