Background and objective: Due to heavy toll in recent years, great economic and social vulnerability of urban areas to earthquake hazards has been particularly noticeable. However, there has been little progress made in minimizing the impact of this natural disaster.While predicting the earthquake with precision is beyond our current knowledge and ability, in order to tackle the potential casualties as a result of destructive earthquakes, an Earthquake Early Warning System can significantly reduce the possible death toll.

Method: Using CDF (Probability Cumulative Distribution Function) this study aims at investigating the extent to which this Earthquake Early Warning System is implemented for the Tabriz city that it is located on North Tabriz Fault so as to predict the time of Onsite warning and Regional warning in a probabilistic manner. To find out the areas subject to risks of earthquakes, earthquake simulation by using stochastic method, the peak ground motion of the earth, were calculated for the Tabriz.

Conclusion: The results of this study shows that it is not possible to establish considerable On-Site warning by for Tabriz. It seems that this amount of time to set up Earthquake Early Warning Systems in the city of Tabriz, under 10 seconds, in terms of economy, cost, time and energy, according to the existing station arrangement will not be economical.

The purpose of this study was to evaluate and prioritize the factors is the role of mass media in disaster management Using the technique of multi-criteria decision has been made. The four criteria for the selection of the functions of the mass media, Benchmark media management requirements weighing 0.555 Had the highest weight And then press the Media manpower requirements (0.246), Media structural requirements (0.141) And requirements for the audience of media (0.57) were next in the ranking.

Background and objectives: Drought is threatening the economy and rural livelihoods. Time scales of several years of drought in the rural economy and agriculture have a negative impact and persistence of the changes are function and rural migration. Coping strategies of farmers in relation to drought are developed mainly to counteract the immediate negative impacts associated with the event. Here, the term coping strategies is used to represent any action of the farmer geared towards mitigating the impacts of a drought episode on their farming system. Method: This is followed up to assess ways of coping with drought in the village. The research is descriptive- analytical and data is collected through the questionnaire. Sulduz rural district in Azarbaijan Gharbi province was statistical society of present study. Ten villages were selected as samples, The villages has a higher risk of drought based on ranking methods. According to Cochran formula 300 questionnaires were filled randomly. Data were analyzed using statistical. Findings: The results of present study showed that Effectiveness of measures has been different to coping with drought in villages. So that in half of the villages studied the consequences of dehydration is reduced, but in some villages the drought has led to adverse consequences, and lead to irreparable economic, social and environmental effects in these villages. Conclusion: According to the data analysis and findings of this study, we can conclude that the same strategies will be different effects on agriculture economy because of natural, economic and social factors. So, in order to improve the effectiveness of any strategy, we have to consider the other factors. Article type: Research paper

Background and objective: Natural disasters have affected the Earth and cause damage to people, such as injury, disease, malnutrition, psychological stress and death. One of the most important natural disasters is flood that happens irreparable effects on the prevalence of physical and financial life. Many regions throughout the world, have experienced floods caused by heavy rains. However, given the Tehran 3rd District, the northern metropolis of Tehran, which covers an area of 31/208 square kilometers. According to statistics from 1390, occupies about 53 percent of the residential areas with a population of about 293,181 people. In terms of urban issues and urban planning, it must be acknowledged that the study area has a high diversity of users and the floor and pavement and sidewalks and a lack of permeable surfaces, problems related to the region vulnerable to floods has increased. Therefore, this paper aims to plan in this area to reduce vulnerability.

Method: In this model, the objective of locating warehouses of relief with regard to multi-commodity and multi-period and with regard to the maximum cover damaged areas as well as entering the limited capacity of each commodity in the warehouses at the time of crisis flood presented. To solve the dual objective of the method used Epsilon constraints.

Findings: As the number of warehouses covering the damaged areas increases also with an increase in coverage, the objective function decreases costs due to increased fixed cost of warehouses with total costs.

Results: With respect to the high vulnerability of this area, the proposed model can help distributing relief commodities and reducing the&#160; of the affected people.

Abstract
Filed and goal: Nowadays, development and the modernism of societies, cause the to need new source of energy. One of these risky source is nuclear energy experience has shown that fire in nuclear plants can make plant cut of safety. For this purpose one the methods which can use before the accident, is using the fire models for the plants.
Method: this study is a review on the fire models in nuclear plants and fire-fight which is gathering based on researches of nuclear power organization and the experience of experts of this field.
Findings: According to the important of nuclear plants safety against fire , recognition of the fire factors, and models which other related to it is a very important topic .another important topic is use of grating water ,and safety of fire-fighters against the nuclear materials.
Conclusion: According to the needs of plants in our country every kind of fire-models can be used and also the fire-fighters can be taught to know the danger of nuclear material and the way to stand against them. Fire Department personnel familiar cities like Tehran, according to the position of the city to train protective measures against radioactive materials placed on the agenda and this is due to the need for the organization and staff lack of familiarity with these events is required.

Over the last two years the world has had a surfeit of disasters. Everywhere one turned there were new photographs of bodies lined up so relatives could come and claim them. In October 2005, the images of covered corpses, stunned faces,
keening mothers, tumbled homes and nature gone awry resulted from the South Asia earthquake. In August, the global tragedy was Hurricane Katrina, where the bodies the world saw weren&#8217;t under rubble but floating in New Orleans&#8217; toxic flood.

In July, the casualties were British; grainy cell phone photos carried viewers into the very moment that terror struck the London transport system. In December 2004, the sprawled bodies in awkward, disconcerting color were the child and adult victims of the Indian Ocean tsunami. Three months earlier, in September, the translucent
corpses of children were from the school siege in Beslan. And virtually every day&#8212;
should one have troubled to look for them&#8212;one could find photographs of the human and other wreckage of another suicide bombing, or three, in Iraq.
But not all of the crises of this past year or so have equally commanded the attention of the world and its cameras. Some disasters have had the bad luck to occur at a moment when a more telegenic disaster was already capturing global attention. The worst tragedy in Iraq in 2005 occurred on 31 August. At the same time that flood waters were sweeping over New Orleans, up to one million Iraqis walking to a Shi&#8217;ite shrine in Baghdad stampeded when the rumor that there was a suicide bomber in their midst swept through the crowd. Almost a thousand people died and nearly five hundred more were injured.
