fa ارزیابی مطلوبیت فضاهای چند منظوره شهر همدان در مدیریت بحران Evaluating the Suitability of Hamadan City's Multi-Purpose Spaces in Crisis Management تخصصي Special پژوهشي Research <div style="text-align: justify;">مقدمه: احداث پایگاه‌های چند منظوره در موقعیـت‌هـای مناسب، سبب افزایش کارایی و بهره وری بیشتر آن در جهت دستیابی به اهداف مورد نظـر بـخصـوص در شرایط بحرانی می‌شود. یکی از موارد مهم قبل از احداث این پایگاه‌ها مطالعه، بررسی و انتخاب مکان جغرافیایی مناسب برای استقرار این نوع کاربری‌ها می‌باشد؛ لذا هدف از انجام این پژوهش یافتن مکان‌های مناسب با معیارهای همسو با اهداف مدیریت بحران در شهر همدان می‌باشد. روش تحقیق: این پژوهش از نوع تحقیق کاربردی و مطالعات میدانی بود که در قلمرو مکانی شهر همدان و در بازه زمانی سال 1402-1403 صورت گرفت. در این پژوهش اطلاعات مورد نیاز بر اساس روش میدانی و مشاهده عناصر ابتدا طبقه بندی و در مرحله بعد با داده‌های مکانی تلفیق شدند ودر نهایت نتایج به صورت نقشه‌ها وجدول‌های موضوعی نمایش داده شدند در این راستا از نرم افزار GIS  به منظور تهیه نقشه‌ها و خروجی آن‌ها استفاده شد. یافته ها: تجزیه و تحلیل اطلاعات بیانگر آن بودند که از بین 12 سالن ارزیابی شده تنها 5 سالن در فاز پاسخ می‌&lrm;توانند کارآمد باشند؛ همچنین با توجه به ارزیابی های به عمل آمده ایستگاه های آتش نشانی و سازه های بیمارستان در قسمت هایی از سطح نواحی به علت تغییرات زیر ساخت های شهری و ترافیک با پوشش ناکافی همراه اند که لزوم راه اندازی یک ایستگاه پشتیبان آتش نشانی در مسیر بلوارفرودگاه و نواحی پشت شهرک فرهنگیان پیشنهاد می گردد؛ بیمارستان ها نیز در مجموع با توجه به موقعیت قرارگیری نسبت به سازه های چند منظوره شرایط مناسبی را دارا می باشند. نتیجه گیری: با توجه به داده ها، می توان نتیجه گرفت که گزینش مجدد محل اجرای طرح‌های عمرانی حائز اهمیت است، در این راستا با در نظر گرفتن طرح ریزی کالبدی می توان گامی در جهت کاهش اثرات ویرانگر سوانح طبیعی و همچنین ایجاد آمادگی برای کمک رسانی بعد از وقوع سانحه برداشت.</div> <div style="text-align: justify;"> <pre aria-label="Translated text: Introduction" data-placeholder="Translation" data-ved="2ahUKEwiDr6iGvNaUAxVb87sIHT6_NvMQ3ewLegQIDRAV" dir="ltr" id="tw-target-text" role="text" tabindex="-1"> Introduction: The construction of multi-purpose bases in appropriate locations increases their efficiency and productivity in order to achieve the desired goals, especially in crisis situations. One of the basic and important tasks of urban and regional planners is to allocate land to various urban uses, taking into account the role and function of the city, the city's economy, and the impact of the interacting factors of the uses on each other. Research Method: This research was an applied research and field study that was carried out in the spatial territory of Hamedan city and in the period of 1402-1403. In this study, the required information was first classified based on the field method and observation of elements and then combined with spatial data. Finally, the results were displayed in the form of maps and thematic tables. In this regard, GIS software was used to prepare maps and their output. Findings: The analysis of the information indicated that out of the 12 evaluated sports halls, only 4 halls can be efficient in the response phase; in relation to the hospital, if the emergency departments of the Army and Atiyeh Hospital are developed, it can respond with optimal performance in times of crisis and overall, considering the location, they have suitable conditions for multipurpose structures. Conclusion: One of the important tasks of urban plans is to specify the type of land use for use in various fields required by urban life within the legal limits of cities. Therefore, all land within the city limits is examined according to the land use map and its use is determined according to social, economic and physical needs. The selection and prioritization of temporary housing and evacuation spaces should be done according to the vulnerability of different areas of the city, population density and the type and extent of the risk in different crisis scenarios. The construction of multi-purpose spaces in different cities of Iran is different due to having different climates and weather, which means that multi-purpose spaces in northern cities that have rainfall for most of the year are different from southern and central cities that have intense and moderate sunshine. The use of multi-purpose spaces in Iran is still intangible for the people and has not been able to allocate a specific position so far, and it can be said that such spaces are used almost for a specific purpose, which is purely sports or educational.
