fa طراحی الگوی جذب مشارکت داوطلبانه مردمی در مراحل پیشگیری و مقابله با سیلاب‌ ها با رویکرد داده بنیاد (مورد مطالعه: سازمان هلال احمر یزد) Designing a Model for Public Volunteer Participation in Flood Crisis Management: A Grounded Theory Approach (Case Study: Yazd Red Crescent Society) تخصصي Special پژوهشي Research <div style="text-align: justify;">پژوهش حاضر با هدف طراحی الگوی جذب مشارکت داوطلبانه مردمی در مدیریت بحران سیل و با تمرکز بر سازمان هلال احمر یزد، از نظر هدف کاربردی و از منظر فلسفی تفسیری است. این مطالعه با رویکردی استقرایی و بهره‌گیری از روش « داده‌بنیاد»، به واکاوی تجارب زیسته فعالان این حوزه پرداخته است. داده‌ها از طریق مصاحبه‌های عمیق با ۱۲ نفر از کارشناسان، مدیران، نجاتگران و داوطلبان فعال در سیلاب‌های اخیر که به روش هدفمند و نظری انتخاب شده بودند، گردآوری و تا رسیدن به اشباع نظری تحلیل شد. یافته‌ها نشان می‌دهد مشارکت مردمی پدیده‌ای چندبعدی است که در بستر تعامل سه‌گانه «اعتماد و شفافیت»، «آموزش کاربردی» و «سازماندهی نهادی» معنا می‌یابد. در این مدل، مشارکت نه به عنوان یک منبع کمکیِ مقطعی، بلکه به عنوان سرمایه‌ای اجتماعی و راهبردی نگریسته می‌شود که نیازمند نهادینه‌سازی مستمر است. نتایج حاکی از آن است که مؤثرترین شکل مشارکت، حضور نیروی انسانی آموزش‌دیده همراه با تجهیزات محلی در دقایق طلایی بحران است. در نهایت، این پژوهش با پیشنهاد گذار از « رویکرد واکنشی و سازمان‌محور به مدیریت بحران » به «مدیریت تاب‌آوری جامعه‌محور»، راهکارهایی نظیر شفاف‌سازی فرآیند کمک‌ها و تشکیل شبکه‌های داوطلبی محله‌محور را برای بهره‌برداری بهینه از ظرفیت‌های محلی ارائه می‌دهد.</div> <div style="text-align: justify;">The present study aims to design a model for attracting voluntary public participation in flood crisis management, with a focus on the Red Crescent Society of Yazd. In terms of purpose, it is applied research, and from a philosophical standpoint, it follows an interpretive paradigm. Adopting an inductive approach and employing the Grounded Theory method, the study analyzes the lived experiences of practitioners in this field. Data were collected through in-depth interviews with 12 experts, managers, rescuers, and volunteers who were active in recent floods, selected through purposive and theoretical sampling, and the data were analyzed until theoretical saturation was reached. The findings indicate that public participation is a multidimensional phenomenon that acquires meaning within the tripartite context of “trust and transparency,” “applied training,” and “institutional organization.” In this model, participation is regarded not as a temporary auxiliary resource but as a form of social and strategic capital that requires continuous institutionalization. The results suggest that the most effective form of participation is the presence of trained personnel equipped with local resources during the “golden minutes” of a crisis.
