fa ارایه الگوی فعالیت لجستیک بشردوستانه جمعیت هلال احمر در پاسخگویی به مخاطرات Presenting a model of humanitarian logistics activity of the Red Crescent Society in responding to hazards تخصصي Special پژوهشي Research <a name="_Hlk222128817">زمینه و هدف</a> فراوانی و شدت مخاطرات طبیعی، انسان‌ساخت و با منشأ فناوری، روند آسیب‌پذیری در برابر آنها را نیز فزونی بخشیده و نیاز به سیستم‌های لجستیک بشردوستانه مقاوم و پاسخگو را افزایش داده است. لذا هدف تحقیق حاضر دستیابی به الگوی فعالیت لجستیک بشردوستانه جمعیت هلال احمر در پاسخگویی به مخاطرات می‌باشد. روش تحقیق از نظر هدف کاربردی و از منظر روش گردآوری داده‌ها توصیفی وپیمایشی می‌باشد. با توجه به ماهیت داده‌ها، پژوهش از نوع آمیخته (کمی و کیفی) می‌باشد. جامعه آماری در بخش تحلیل فراترکیب شامل مقالات مورد نظر تحقیق بوده، که 150 مقاله به‌عنوان نمونه آماری انتخاب شده و در روش دلفی فازی جامعه آماری شامل استادان دانشگاه آگاه نسبت به مسئله تحقیق و روسای اداره لجستیک و آمادگی جمعیت هلال احمر کشور بوده و برای تعیین نمونه آماری تحقیق، 12 نفر انتخاب گردیدند. ابزار گردآوری اطلاعات در بخش کیفی مطالعات کتابخانه‌ای و مقالات پایگاه‌های‌ استنادی بوده و در بخش کمی پرسشنامه نیمه‌ساختارمند می‌باشد. یافته‌ها بر اساس نتایج تحقیق 13 بعد و 45 مولفه استخراج و اولویت‌بندی شدند، که ابعاد سازمان و مدیریت، چالش‌های اقتصادی و توسعه پایدار مبتنی‌بر زیست‌بوم در زنجیره لجستیک بشردوستانه به‌عنوان مهم‌ترین ابعاد شناسایی گردیدند. از سویی مدیریت تاب‌آوری، مدیریت بهره‌وری، تنوع، تغییر رفتار و پیچیدگی مخاطرات، چالش‌های امنیت و چالش‌های فرهنگی و اجتماعی در زنجیره لجستیک بشردوستانه نیز از ابعادی هستند که بر گسترش کیفی و کمی فعالیت‌های جمعیت هلال احمر تأثیر بسیار مهم خواهند داشت و دیگر ابعاد نیز به‌ترتیب اهمیت می‌توانند اثرگذار باشند. نتیجه‌گیری الگوی ارایه‌شده در این تحقیق می‌تواند به‌عنوان مبنایی پیرامون بهبود و ارتقای فعالیت لجستیک بشردوستانه در پاسخگویی به مخاطرات مورد توجه مدیران و برنامه‌ریزان جمعیت هلال احمر قرار گیرد. Background and Objective The frequency and severity of natural, man-made, and technological hazards have increased vulnerability to them and increased the need for resilient and responsive humanitarian logistics systems. Therefore, the present study aims to develop a model of humanitarian logistics activities of the Iranian Red Crescent Society in response to hazards. Method The research is applied in terms of purpose, and descriptive and survey in terms of data collection. Considering the nature of the data, the research is of mixed type (quantitative and qualitative). The statistical population in the meta-analysis section included the articles of interest in the research, of which 150 articles were selected as a statistical sample, and in the fuzzy Delphi method, the statistical population included university professors aware of the research problem and heads of the Logistics and Preparedness Department of the Iranian Red Crescent Society, and 12 people were selected to determine the statistical sample of the research. The data collection tool in the qualitative section was library studies and articles from citation databases, and in the quantitative section, it was a semi-structured questionnaire. Findings Based on the research results, 13 dimensions and 45 components were extracted and prioritized; among them, the dimensions of organization and management, economic challenges, and ecosystem-based sustainable development in the humanitarian logistics chain were identified as the most important. On the other hand, resilience management, productivity management, diversity, behavior change, and risk complexity, security challenges, and cultural and social challenges in the humanitarian logistics chain are also dimensions that will have a very important impact on the qualitative and quantitative expansion of the activities of the Red Crescent Society, and other dimensions can also have an impact in order of importance.
