fa جمعسپاری و افق به کارگیری آن در فرایندهای مدیریت بحران‌های طبیعی تخصصي Special پژوهشي Research <p dir="RTL"><strong>زمینه و هدف</strong>: ما در عصر رسانه<span dir="LTR">‌</span>ها زندگی می<span dir="LTR">‌</span>کنیم. در این عصر بشر به فضا رفته ولی برای رویارویی با بلایا چاره<span dir="LTR">‌</span>ای قطعی نیافته است. این نوشته بر آن است تا با جمع<span dir="LTR">‌</span>سپاری پیوندی میان رسانه<span dir="LTR">‌</span>های اجتماعی و مدیریت بلایا ایجاد کند. اگر این پیوند ایجاد شود، شاید تحولی شگرف در مدیریت بلایا که همواره بشر را با مخاطره روبه<span dir="LTR">‌</span>رو کرده به وجود بیاید.</p> <p dir="RTL"><strong>روش</strong>: جمع‌سپاری در کشور ما سابقه‌ای ندارد، لذا برای شناسایی این قابلیت‌ها به سراغ تجربه‌های دیگر کشورها در استفاده از جمع‌سپاری رفته و برای این منظور از روش توصیفی-تحلیلی استفاده شده است. از این رو، نخست بلایا را بررسی و عناصر و اجزاء سیستم مدیریت بحران را طبقه<span dir="LTR">‌</span>بندی کرده<span dir="LTR">‌</span>ایم. سپس با اشاره به رسانه<span dir="LTR">‌</span>های اجتماعی، کارکردهای این رسانه<span dir="LTR">‌</span>ها در مدیریت بلایا یادآور شده است. پس از آن به تعریف جمع<span dir="LTR">‌</span>سپاری<a href="#_ftn1" name="_ftnref1" title=""><span dir="LTR">[1]</span></a>، انواع جمع<span dir="LTR">‌</span>سپاری و برشمردن برخی فواید جمع<span dir="LTR">‌</span>سپاری پرداخته<span dir="LTR">‌</span>ایم. داده‌های مورد نیاز این مقاله به کمک روش اسنادی-کتابخانه‌ای جمع‌آوری گردید. در پایان جمع<span dir="LTR">‌</span>سپاری در بلایا مورد بررسی قرار گرفته و نمونه<span dir="LTR">‌</span>هایی از انواع به کارگیری جمع<span dir="LTR">‌</span>سپاری در فرایندهای مربوط به مدیریت بحران از جمله ایجاد نقشه، برچسب<span dir="LTR">‌</span>زنی و تایپ کردن دست<span dir="LTR">‌</span>نوشته<span dir="LTR">‌</span>ها و محتوای عکس<span dir="LTR">‌</span>ها آورده شده است.</p> <p dir="RTL"><strong>نتیجه‌گیری</strong>: در قرن 21، بشر هنوز در برابر بلایا ضعیف است. از دلایلی که انسان نتوانسته در برابر بلایا مقابله خوبی بکند، استفاده نکردن از خرد جمعی است. با استفاده از قابلیت<span dir="LTR">‌</span>های رسانه<span dir="LTR">‌</span>های اجتماعی در قالب جمع<span dir="LTR">‌</span>سپاری می توان برای رویارویی بهتر با بلایا بهره جست. این مقاله بر آن است تا از طریق بررسی جمع<span dir="LTR">‌</span>سپاری پیوندی میان رسانه<span dir="LTR">‌</span>های اجتماعی و مدیریت بلایا ایجاد کند. با ایجاد این پیوند، می<span dir="LTR">‌</span>توان شاهد تحولی شگرف در مدیریت بلایا بود. جمع‌سپاری مدیریت بلایای طبیعی می‌تواند تا حد زیادی از جنبه مالی و زمانی به مدیران بحران کمک کند. &nbsp;</p> <div>&nbsp; <hr align="left" size="1" width="33%" > <div id="ftn1"> <p><a href="#_ftnref1" name="_ftn1" title="">[1]</a> &nbsp;Crowdsourcing</p> </div> </div> <p>are connected to our life . Influence of&nbsp;social&nbsp;media in Iran, its significant role in Crisis management, and entrust the tasks to the crowds were the reasons to study the capabilities of domestic social media at crowdsourcing in managing the earthquake disaster.</p> <p><strong>Method and Findings: </strong>Since, there is less familiarity with crowdsourcing and usage in our country, in order to identify these capabilities, the experiences of other countries on using crowdsourcing has been examined. For this purpose, descriptive and analytical method has been used.</p> <p>In this article, at first disaster is reviewed and elements and components of crisis management system is classified. Then by referring to social media, functions of the media is noted in Crises management. After defining the crowdsourcing , types of crowdsourcing have been specified and some of the benefits of crowdsourcing have been pointed. The data of this article have been collected through library method.</p> <p><strong>Conclusion: </strong>Mankind is still helpless and powerless against disaster in 21 century. Failure to using collective wisdom is one of the reasons that humans have not had proper reaction against disasters. By&nbsp;utilizing&nbsp;crowdcoursing through social media, the disasters can be better confronted. This article aims to makes a link between social media and disasters management through crowdsourcing. By this link, outstanding transformation in Crises management, which human has always been in jeopardy, can be seen.
