fa مکان‌یابی اسکان اضطراری و موقت بعد از رخداد زلزله در شهر دامغان با استفاده از مدل فازی Locating emergency and temporary housing after the earthquake in Damghan using fuzzy model عمومى General كاربردي Applicable <div style="text-align: justify;">زمینه و هدف: زلزله به‌عنوان یکی از مهم‌ترین مخاطرات محیطی در شهرها، سالانه خسارات مالی و جانی فراوانی به بار می‌آورد و یکی از ضروری‌ترین اقدامات در این زمینه، بکارگیری اصول مدیریت بحران است. از جمله مهم‌ترین نیازهای اساسی آسیب‌دیدگان ناشی از مخاطرات طبیعی، داشتن یک سرپناه ایمن است. روش: نوع پژوهش، کاربردی و رویکرد انجام آن توصیفی-تحلیلی است. براساس معیارهای مؤثر در امر مکان‌یابی بهینه اسکان اضطراری و موقت، از 19 لایه‌ی شهر دامغان استفاده شد و سپس نقشه پهنه‌های مناسب جهت اسکان اضطراری و موقت با استفاده از مدل Fuzzy و نرم‌افزار Arc GIS تهیه شد.</div> <div style="text-align: justify;">یافته‌ها: نتایج به دست آمده بیانگر آن است که در مجموع از کل شهر دامغان، بخش‌های&lrm; واقع در محدوده‌های پارک دانشجو و پارک جنگلی، محله امام، محله بهارستان، مصلی (در حال ساخت)، شهرک گلستان و مسکن مهر، دانشگاه علوم پایه دامغان، میدان‌های امام حسین (ع)، 15 خرداد، دانشجو و سعدی دارای اولویت بالاتری برای مکان‌یابی اسکان اضطراری و موقت بعد از زلزله احتمالی برخوردار هستند که نیازمند توجه شایسته سازمان‌ها و ادارات (شهرداری، فرمانداری، هلال احمر) در زمینه تأمین و تجهیز زیرساخت‌ها، فراهم سازی وسایل، اداوات و اقلام مورد نیاز(درمانی، مواد غذایی، منابع آب و انرژی) در مواجه با رخداد زلزله احتمالی در شهر دامغان در کنار آموزش همگانی شهروندان و مشارکت آن‌ها است. قابل ذکر است که مابقی پهنه شهری موجود دامغان که حدود 70درصد مساحت شهری نیازمند توجه جدی در زمینه مدیریت بحران ناشی از زلزله احتمالی است و در زمینه اسکان اضطراری و موقت مناسب نیستند.</div> <div style="text-align: justify;">نتیجه‌گیری: راهبرد اصلی مدیریت بحران برای کاهش اثرات زیان بار پس از وقوع زلزله، احداث پایگاه‌های اسکان اضطراری و موقت برای زلزله‌زدگان است.بنابراین در برنامه‌ریزی کاربری شهری در شهرهایی همچون دامغان، باید به مکان‌یابی کاربری‌&zwj;‌های مناسب با خطر زلزله همچون مراکز و پایگاه‌های امداد و نجات و سوله‌های بحران متناسب با تعداد جمعیت و سایر شرایط جغرافیایی و اقلیمی ( وضعیت جوی و باد ) اقدام نمود.</div> <div style="text-align: justify;">Background and purpose: Earthquake as one of the most important natural hazards in cities, causes huge financial and human losses every year, and one of the most necessary measures in this field is the application of disaster risk management principles. One of the most important requirements of those affected by natural hazards is to have a safe shelter. Method: The type of research is applied and conducted based on descriptive-analytical approach. Based on effective criteria for the optimal location of emergency and temporary housing, 19 information layers of Damghan city were used, and then a map of suitable areas for emergency and temporary housing was prepared using Fuzzy model and ArcGIS software. Findings: The results obtained showed that, the parts located within the boundaries of Daneshjoo Park and Jungle Park, Imam neighborhood, Baharestan neighborhood, Mosala (under construction), Golestan settlement and Mehr housing, University of Basic Sciences Damghan, Imam Hossein, 15 Khordad, Daneshjoo and Saadi squares in the city of Damghan had a higher priority for locating emergency and temporary housing after a possible earthquake, which requires the proper attention of organizations and departments (municipality, governorate, Red Crescent, etc.) In the field of providing and equipping the infrastructure, providing necessary tools, equipment and items (medicine, food, water and energy sources, etc.) during possible earthquake in Damghan city, along with the education of all citizens and their participation. It should be noted that the rest of the existing urban area of Damghan, which is about 70% of the urban area, needs serious attention considering crisis management caused by a possible earthquake and is not suitable for emergency and temporary housing. Conclusion: The main crisis management strategy is to build emergency and temporary housing bases for earthquake survivors to reduce the damaging effects after an earthquake.
