fa مکانیابی مراکز خودامدادی محله به روش تلفیقی FUZZY-AHP (نمونه موردی: محله سیروس شهر تهران) Locating of neighborhood self-help centers by combined FUZZY-AHP method (Case study: Sirous neighborhood of Tehran) تخصصي Special پژوهشي Research <div style="text-align: justify;">زمینه و هدف: واکنش اضطراری به وقوع زلزله در بافت‌های ناکارآمد شهری نیازمند چرخه‌ای از اقدامات متعدد و هماهنگ است. مرکز خودامدادی محله، یکی از مراکز کالبدی نوپدید پشتیبان مدیریت شرایط اضطراری است که بنابر درس‌های آموخته شده از تجارب زلزله‌ها می‌تواند نقش موثری در امدادرسانی به موقع همراه با مشارکت مردم در محلات شهری داشته باشد. استقرار این مراکز دارای دو سطح از الزامات درونی ناظر بر اصول و قواعد طراحی مرکز و نیز الزامات بیرونی ناظر بر شناخت معیارهای موثر در مکان‌یابی می‌باشد. روش: رویکرد این پژوهش کمّی و هدف از این پژوهش مکان‌یابی مرکز خودامدادی محله سیروس است. روش مورد استفاده در پژوهش شامل استفاده و تلفیق غیرمستقیم از دو تکنیک شناخته شده AHP و FUZZY در محیط GIS  می‌باشد. یافته‌ها: یافته‌های پژوهش نشانگر شناخت و اولویت بندی معیارهای ۲۰گانه مؤثر در مکان‌یابی مرکز محله سیروس، امتیاز بالای معیار سازگاری امدادی (0.258)، امتیاز پایین معیارهای مکمل و ویژه (0.087)، امتیاز بالای زیرمعیار فضاهای باز (0.114) و امتیاز پایین زیرمعیار فضاهای مذهبی (0.016)، تولید نقشه‌ها و لایه‌های پایه فازی به کمک آنالیز بافر و انتخاب سه مکان نهایی در شمال غرب و جنوبی محله است. نتیجه گیری: مکانیابی مراکز خودامدادی محله به صورت عام می‌تواند به شناخت بیشتر این مراکز و کارکردهای آن کمک نماید. مکان‌یابی «مرکز خودامدادی محله سیروس» به صورت خاص نیز می‌تواند در راستای سیاست‌های نوین بازآفرینی شهری و با توجه به ظرفیتهای گسترده آن به عنوان یک «پروژه محرک توسعه شهری» این محله قلمداد گشته و عملیاتی‌سازی آن می‌تواند زمینه پایداری بهتر و تاب‌آوری بیشتر محلات ناکارآمد شهری را فراهم نماید.  </div> <div style="text-align: justify;">Background and Aim: Effective emergency response to earthquake occurrence in dysfunctional urban contexts requires a cycle of multiple and coordinated measures. Neighborhood self-help center is one of the emerging physical centers supporting emergency management which according to lessons learned from earthquake experiences, its establishment can play an effective role in providing on-time assistance with the participation of people in urban areas. The establishment of these centers has two levels of internal and external requirements by principles and rules of design oriented and site selection oriented criteria. Method: The approach of this study is quantitative with the aim of locating the neighborhood self-help center of Sirous neighborhood. The method of research includes AHP and FUZZY techniques in GIS environment. Findings: Findings indicate recognition and prioritization of twenty effective criterion on locating the neighborhood self-help center of Sirous neighborhood, high score of relief adjustment criteria (0.258) and high score of open spaces sub-criteria (0.114), production of maps and fuzzy base layers by buffer analysis and determination of two final locations in the northwestern and southern parts. Conclusion: better understanding the position of these centers and covering the weakness are main general results.
