fa شناسایی و اولویتبندی الزامات بیرونی کالبد محور مراکز خودامدادی محله با استفاده از تکنیک AHP Determination and prioritization of the external needs of the physical-oriented neighborhood self-help centers using AHP method عمومى General پژوهشي Research <div style="text-align: justify;">زمینه و هدف: بحران زلزله، یکی از مهمترین بحران‌های شهری در ایران و سراسر جهان میباشد و پیشگیری از آن، نیازمند طیف وسیعی از مجموعه اقدامات مختلف است. در تجارب زلزله‌های پیشین، معمولاً تیم‌های نجات و امداد سر موقع به نقاط بحرانی نمیرسند و تعداد تلفات افزایش می‌یابد. مرکز خودامدادی محله، یکی از زیرساختهای نوین کالبدی همراه با ظرفیت‌های تجمیعی اجتماعی و مدیریتی به منظور استقرار مشارکت در حوزه مدیریت اضطرار زلزله است، که تاکنون کمتر مورد توجه قرار گرفته است. هدف اصلی این پژوهش، شناسایی و دسته‌بندی مجموعه الزامات استقرار مرکز خودامدادی محله‌ای از منظر زوایای بیرونی موقعیت مکانی مرکز میباشد. روش: مبتنی بر منطق استدلال قیاسی به همراه رویکرد کیفی در پژوهش به همراه مطالعات کتابخانه‌ای و فنون کمّی تحلیل سلسله مراتبی و نرم افزار Expert Choice برای گردآوری داده‌های دو بخشی تحقیق میباشد. ساختار پژوهش دارای دو بخش نظری و کاربردی در راستای اهداف تحقیق در قالب شناخت و اولویت‌بندی مجموعه الزامات بیرونی کالبدی مراکز خودامدادی محله با رویکرد تحلیلی به کمک قضاوت خبرگان به تعداد 20 نفر طراحی شده ‌است. یافته‌ها: بیانگر امکان تدقیق مفهومی- کارکردی مرکز خودامدادی محله در کنار شناخت و خوشه‌بندی اولویت‌مند مجموعه الزامات بیرونی کالبد محور این مراکز نوپدید در قالب یک الگوی کیفی نظام‌مند می‌باشد. ماهیت مرکز، غیرتکنیکال و و اولویت اول، در معیارها و زیرمعیارهای منتخب تحقیق به ترتیب شاخص سازگاری امدادی و مرکز هلالاحمر می‌باشد. نتیجه گیری: با توجه به مطالعات پراکنده قبلی، این پژوهش، پارامترهای تجمیعی مؤثر در استقرار بیرونی مراکز خودامدادی را شناسایی و به شکل خوشههای اولویتمند در دسترس محققان قرار داد. همچنین، بخشی از ظرفیتهای نظری مرکز خودامدادی معرفی شده و امکان استفاده از نتایج برای مکان‌یابی مرکز نیز امکان پذیر می باشد.</div> <div style="text-align: justify;">Background and objective: Earthquake emergency is one of the most important urban emergencies in Iran and around the world that needs to addressed in a wide range of various actions.in past earthquakes the official rescue and relief teams usually didn’t reach the stricken area on time and the number of fatalities increases. Neighborhood self-help center is a new physical infrastructure that has simultaneous social and managerial capacities to establish participation in the field of emergency management of earthquake and has been less visited. The purpose of this study is to identify and categorize the requirements for establishing this center from site selection perspective. Method: is based on deductive reasoning, qualitative approach, library studies and quantitative techniques of hierarchical analysis and Expert Choice software. The structure of the research has two theoretical and practical parts in order to identify and prioritize the set of physical external requirements of neighborhood self-help centers with an analytical approach with expert judgment in the applied research section (N = 20). Result: indicate the possibility of preciseness of the neighborhood self-help center along with prioritizing and clustering measures in a systematic quality model. the nature of center is non-technical and the first priority extracted in the selected criteria and sub-criteria of the research is Rescue and Relief compatibility index and Red Crescent center, respectively. Conclusion: total measures has been achieved with priority and clusters.
