fa مکان‌یابی مراکز اسکان موقت پس از سانحه با بکارگیری فرآیند تحلیل سلسله مراتبی(مطالعه موردی: منطقه 2 شهر تهران) تخصصي Special پژوهشي Research <div style="text-align: justify;"><span style="font-size:16px;"><span style="font-family:IRANsans;"><strong>زمینه و هدف:</strong> یکی از مهم ترین مسائلی که همواره مورد توجه سازمان‌های مسئول در مدیریت خطرپذیری و بحران قرار دارد، انتخاب مکانی مناسب جهت اسکان موقت جمعیت آسیب‌دیده از سوانح می‌باشد. در ایران مکان‌یابی برای اسکان، پس از بروز سوانح، می‌تواند به شکل بهتری انجام پذیرد. بدیهی است عدم رعایت مکان‌گزینی مناسب، ممکن است فاجعه دیگری حتی به مراتب وخیم<span dir="LTR">‌</span>تر از سانحه اولیه را به دنبال داشته باشد. هدف از این پژوهش، شناسایی فضاهای مناسب برای برپایی مراکز اسکان موقت قبل از وقوع سوانح، در منطقه‌ 2 شهر تهران می‌باشد.<br> <strong>روش:</strong> این پژوهش به لحاظ ماهیت از نوع ترکیبی و از نظر روش اجرا، توصیفی و تحلیلی محسوب می‌شود که بنا بر ضرورت پژوهش ترکیبی از مرور متون تخصصی، مشاهده میدانی و تحلیل‌های مکانی، با تکنیک فرآیند تحلیل سلسله مراتبی با بهره‌گیری از نرم‌افزار‌های<span dir="LTR">ArcMap</span> و <span dir="LTR">ExpertChoice</span> انجام شده‌است. در نهایت به تحلیل داده‌ها و معرفی مکان‌های مناسب برای برپایی مراکز اسکان موقت پرداخته شده است.<br> <strong>یافته‌ها: </strong>پس از انجام فرایند پژوهش مشخص شد که نواحی شرق، جنوب شرق و جنوب منطقه ی مورد مطالعه از شرایط بهتر و مطلوب‌تری برای احداث مراکز اسکان موقت برخوردار هستند. بر اساس بررسی نتایج تحقیق و نقشه‌ی استخراج شده و همچنین مطالعه میدانی، مکان‌های مناسب جهت برپایی مراکز اسکان موقت در زمان وقوع سوانح شامل: پارک ایران زمین(باغ راه فدک)، محوطه‌های باز اطراف بیمارستان میلاد، پارک گفت‌وگو، محوطهء سازمان حج و زیارت، بوستان جاوید، بوستان طرشت و مجموعه ورزشی شهدای طرشت می‌باشد.<br> <strong>نتیجه‌گیری: </strong>به طورکلی در هنگام بروز هرگونه سانحه در شهرها، مسئله‌ی برپایی مراکز اسکان موقت اهمیت بسیار زیادی خواهد داشت. نتایج حاصل از پژوهش نشان می‌دهد معیارهای دسترسی، فضاهای باز(پارک‌ها) و دوری از گسل از معیارهای اصلی و تعیین کننده در انتخاب مکان مناسب برای برپایی اسکان موقت می‌باشند. همچنین مشخص می‌شود که پهنه‌های مناسب برای مراکز اسکان موقت در منطقه‌ی مورد مطالعه، بیشتر شامل کاربری‌های پارک‌ها و فضاهای خالی و ورزشگاه هستند.</span></span></div> <div style="text-align: justify;"><strong><em><span dir="LTR">Background and Objective:</span></em></strong><span dir="LTR"> One of the most important issues that is always considered by the responsible organizations in risk and crisis management is choosing a suitable place for temporary Housing of the population affected by Disaster.</span> <span dir="LTR">In Iran, Site selection for</span> <span dir="LTR">Housing can work better after a Disaster. Obviously, non-compliance with the location may lead to another catastrophe, even worse than the initial Disaster. The purpose of this study is to identify suitable spaces for setting up temporary Housing centers before the occurrence of Disaster in the District Two of Tehran.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</span><br> <strong><em><span dir="LTR">Method:</span></em></strong> <span dir="LTR">This Study &nbsp;is a mix Method research by using descriptive-analytic method; according to necessities of the research</span> <span dir="LTR">is a combination of reviewing specialized texts,</span> <span dir="LTR">Field observation and spatial analysis were performed using the technique of analysis hierarchical Process, using ArcMap and ExpertChoice software. Finally, the data are analyzed and suitable Site for temporary Housing centers are introduced .&nbsp; &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</span><br> <em><span dir="LTR">&nbsp;<strong>Findings:</strong></span></em> <span dir="LTR">After conducting the research process, it was determined that the eastern, southeastern and southern regions of the study area have better and more favorable conditions for the construction of temporary housing centers. Based on the review of the research results and the extracted map as well as the field study, suitable places for setting up temporary accommodation centers at the time of accidents include:</span> <span dir="LTR">Iran Zamin Park, open areas around Milad Hospital, Goftogo Park, Hajj and Pilgrimage Organization, Javid Park, Tarasht Park and Tarasht Martyrs Sports Complex; existent.&nbsp;&nbsp; </span><br> <strong><em><span dir="LTR">Conclusion: </span></em></strong><span dir="LTR">In general, in case of any crisis in cities, the issue of setting up temporary housing centers will be very important.
