fa فرایند تدوین چشم انداز برای محله زلزله زده نمونه موردی: محله خواجه مراد پس از زلزله سال 1382 بم Process of defining a perspective for earthquake zone districts Case study: Khaj-e-Morad quarter after Bam earthquake 2003 تخصصي Special پژوهشي Research <div style="text-align: justify;">زمینه و هدف: اهمیت تعیین چشم انداز در سرنوشت شهرها و محلات، به گونه ای است که می‌توان آن را به مثابه قلب فرایند برنامه ریزی و طراحی شهری محسوب نمود. در وضعیت کنونی، امر تدوین و اجرای چشم انداز برای شهرها و محلات، دیگر نه یک "انتخاب" بلکه به یک "ضرورت" تبدیل شده است. این مقاله با به‌ کارگیری مدل ارگون به چشم انداز سازی محله خواجه مراد بم پرداخته است. مدل ارگون را فرایندی متشکل از چهار گام تشکیل میدهد که بر اساس چند پرسش ساده بنا شده است: اکنون کجا هستیم؟ به کجا میرویم؟ کجا میخواهیم باشیم؟ و چگونه به آنجا برسیم؟ روش: به منظور تدوین چشم انداز برای محله زلزله زده خواجه مراد، در سال 1392 (10 سال پس از زلزله)، چندین مراجعه به شهر بم جهت بازدید از محله، شناخت وضع موجود محله پس از بازسازی، انجام تحقیقات میدانی و برداشت محله نظیر به روز کردن نقشه ها، برداشت عکس، فیلم، کروکی ها و اسکیس های دستی و همچنین مصاحبه با اهالی محله انجام شد. یافته ها: فرایند پژوهش به شرح ذیل میباشد: شناخت مفاهیمی نظیر چشم انداز و چارچوب طراحی محله (مبانی نظری)، شناخت محدوده مورد مطالعه (محله خواجه مراد در شهر بم)، ارزیابی بازسازی محله، شناخت آسیب پذیری محله، شناسایی نقاط قوت، ضعف، فرصتها و تهدیدهای محله در قالب جدول سوات، تدوین چارچوب طراحی محله، چشم اندازسازی (بدین منظور در ابتدا اهداف کلان تدوین شد، سپس بر اساس آنها اهداف خرد فهرست شده و در نهایت بر اساس اهداف خرد، سیاست هایی تدوین شدند). نتایج: دستاورد مقاله عبارت است از تدوین چشم انداز برای محله خواجه مراد به عنوان مورد مطالعاتی میباشد. در این راستا، بر اساس شناسایی وضع موجود محله، اهداف کلان، اهداف خرد و سیاستهایی جهت دستیابی به وضعیت ایده آلی که امید است محله مورد نظر در آینده به آن نائل آید، توصیف گردید.</div> Background and objective: Defining the perspective for cities and districts consider as the heart of urbanism. So, in the current situation, defining a perspective is not a “choice” any more it become a “necessity”. This paper, define a perspective to Khaj-e-Morad quarter by using the Oregon model. Oregon model is a four-step process based on simple questions as below: where we are now? Where we are going? Where we want to be? How to get there? Method: To define a perspective for Khaj-e-Morad quarter, 10 years after earthquake 2003, fieldwork have been done in Bam, visiting the neighborhood, its situation after reconstruction, updating maps, taking pictures and interviews with people of the neighborhood. Findings: The study process is as below: understanding the concepts such as perspective and district planning framework (theoretical basis), recognizing studied district (Khaj-e-Morad quarter in Bam), reconstruction’s assessment, recognizing the neighborhood vulnerability, recognizing the strength, weak points and threats of the neighborhood based on SWOT chart, defining the district planning framework and perspective (so in the first step, main goals were defined and then targets were listed, finally policies were defined based on targets).  Conclusion: The perspective has been defined for Khaj-e-Morad quarter as a case study.
